Uxie is one of the three legendary Pokemons, that are unlocked getting to Cave of Being. How to catch Uxie? Here is a guide:

• First of all, you have to find Cave of Being, which is accessible after finishing the main storyline.
• When inside of it, find Professor Juniper. Only after talking to her, three legendary Pokemons (and Uxie among them) will spawn.
• Uxie is obtainable in the Nacrene City. You have to visit its museum.
